Framework Agreement Commissioning

Once adopted by the Commission, a trilogue should take place between Parliament, the Council and the Commission in order to reach an agreement on the Union`s programming. The agreement defines the organisation of work between Parliament and the Commission for the implementation of legislative procedures: on the basis of the Commission`s work programme, the two institutions define in advance, by mutual agreement, the main initiatives to be presented in plenary. In principle, the Commission will first present these initiatives in plenary and then to the public. The agreement aims to establish effective cooperation between the Commission and Parliament. In accordance with point 24 of the Framework Agreement, the Commission shall inform Parliament in depth in good time when an international agreement is initialled and shall inform Parliament as soon as possible if it intends to propose its provisional application to the Council and the reasons for this situation, unless there are grounds of urgency to the contrary. in the light of the forthcoming elections to the European Parliament, the agreement between the European Parliament and the European Commission amending point 4 of the Framework Agreement on relations between the European Parliament and the European Commission, in order to allow Members of the Commission to stand during the European Parliament election campaign, without going on leave. In the absence of agreement at the end of the procedure referred to in point 2.3, the President of Parliament, at the reasoned request of the institution/holder of the parliament which submitted the request, shall invite the Commission to communicate the confidential information concerned within the time duly indicated and to choose the modalities from among the options referred to in point 3.2 of this Annex. . .
